A POV set in occupied Haiti would have been incredible. Imagine being a group of US Marines and Haitian irregulars holding out in the mountains, raiding the death camps, fighting the CS occupiers. Always looking out to the sea, hoping to see a US battle group on the horizon.

In between the wars Russia probably focused on light forces for the Baltic and Black Seas and river gunboats, being cheap and what they are actually likely to use. After the SGW Russia doesn't have any big shipyards left and is going to be even more focused on its immediate neighborhood, so no need to have a carrier even if they rebuild a big shipyard complex
Though those circumstances probably would not stop them drawing up designs for such vessels.
Probably see the same situation as the USSR saw in WW2. Just ageing WW1 era battleships and cruisers with some modern destroyers and submarines. But nothing of sufficient strength. And that's if the Russians didn't have to hand over ships to Ukraine and the Baltic states after the Great War. I imagine the Ukrainian Navy might have a Gangut-class battleship or two.
