Where does the Russian pony minority fit in all of this?

In the best case scenario, Russia is reunified under the more democratic than usual communist West Russian Revolutionary Front, the liberal democratic Komi Republic the Venice-esque city state of Orenburg, the theocratic Divine Mandate of Siberia or the constitutional monarchy of Kemerovo. In the worst case scenario, it's the Aryan Brotherhood or Taboritsky's Russian Empire.

See that's the thing: I'm confused as to why the Jushin coup is a fail-state when there are multiple other routes for Japan that seem like they would be significantly worse.
