On Discord @sparkz9502 (correct me if I'm wrong) said that many conservatives support the FSRD because it promises to defend German territorial integrity. Also of note is the fact that if socialists reunite Austria it (AFAIK) joins the FSRD and the fact that the FSRD already controls a bit of the Sudetenland at game start.

Yes, the Italian government effectively loses control over them. In the case of Libya, the colonial administration will have to war with the Senussi. In the case of East Africa, the Ethiopians can try to seize Eritrea, while Somalia (and potentially Eritrea) falls under the responsibility of the British (without legally ending Italian sovereignty).
