Russky/Rossiysky distinction, you mean? Very easy. "Russky" is a part of the tribe, ethnic definition, like Hutu or Tutsi. One who is "Russky" can't be a "Tartar" or a "Jew". "Rossiysky" means "Citizen of Russia" as applied to a person or "property of Russia" as applied to an object. Therefore, Tu-95s which flew over Northern Atlantic recently, were "Rossiysky" planes. And Mr. Friedman is a Rossiysky Jew.
