NSW with Army Governors not Navy.

For the first 20 plus years of the NSW colony the Governors were all Navy men, until Lachlan Macquarie in 1810. Would the colony have developed quicker or differently if they had come from the Army with some type of military engineering background.

I was thinking that follow the arrival of the La Perouse expedition in the Botany Bayarea shortly after the British had set up in Sydney Cove a military man would have had a road built in the most direct route between the two inlets incase he need to move troops there. This would then have Sydney being set out in a more grid like system.
 
Maybe more conservative, as the army didn't promote from merit as much as the navy did. So the Australian colony of New South Wales may be run more conservative, also no rum rebellion.
