Napoleon only reinstated slavery in Haiti because the planteur Looby had a direct access to him ( through Josephine ); They had no such access to any other potential french leader, so any french government ( excepting absolutist royalty, which is ASB territory ) will keep the slave free. Which may not be well received in the USA.

Oh, and republican France at this point covered a lot more land that Bourbon France ever did, so there may well be a source of voluntary emigration which didn't exist in OTL.

Beside the involuntary ( or semi-voluntary ) one. See Vendee ( NB : only as an exemple; Vendee was calm by 1802 and had no reason to revolt again, I know ), for exemple.
