Up until a certain British submarine was captured, German torpedoes were very unreliable. They were not US torpedoes in 1942 bad, but they were bad.

HMS Seal was captured in the middle of the Norwegian campaign. She was laying a minefield in the Kattegat and forced into an uncharted minefield where she was damaged and forced to the surface.
