After the annexation of Quebec and the finalizing of the Commonwealth borders, it was decided to create a new, more American flag for the UPRA, one that removed traces of the flag of the St. Petersburg based "Soviet Union", an alliance of workers unions operating in Russia.
I think the stars are unnecessary.
I wanted to reference the US flag, because unlike OTL's USSR, the UPRA still claims to be America, and there's 13 Commonwealths, so one star for each.
It makes the whole thing look crowded. Maybe make them smaller?
Maybe. I think that without the stars, it would look too simple, so I might make them smaller.

nazi puppet states in OTL didn't usualy put a swastika on their flags. Can't think of one off the top of my head come to think of it that didn't already use it prior to ww2 (like finland). They wanted to pretend to be local national movements so maybe using one of the logo on dutch fascists would be more realistic.
Denmark did, but I can't think of any others, myself.

The Air Force unit flags and the Presidential Standard are the only Finnish flags that had (or have) a swastika. And in the president's flag it is just as a part of the design of the Cross of Liberty depicted in the upper left corner; as such, one can easily miss it. So while the swastika was used heavily by Finland in 1918-1944 (and somewhat still today) in things to do with the military and the state, even then it was surprisingly absent from the flag(s).
BTW, some might take issue with you equating Finland to a "Nazi puppet state".

No offence intended, I could have worded that better in hindsight.
Basicaly what I was pointing at was that non-german flags (excepting political party ones) that used a swastika on them during the second world war were, as far as I'm aware, flags that already used it before the war so that having a german puppet state defacing its flag with a swastika simply due to its new status seemed highly unlikely to me.
Hmmmm....... Not bad! Could you: a) darken the green; b) darken the blue; and c) make the star a tad bit larger?
