Ross Perot is a pretty unknown businessman, who thought about running in 1992 but ultimately deciding not to. What if he did?

He probably would have been able to siphon enough votes away from Bush to prevent a second Bush term.

Clinton still would've won. Bush's approval ratings were as bad as Jimmy Carter's in 1980, I don't think there was anyway, baring rape allegations against Clinton coming out during the election campaign, a weaker Democratic nominee, or a better economy. In fact, Perot might've given Clinton a bigger win if your of the belief that he would've hurt Bush.

I think Bush would have won in this scenario. Perot would have split the anti-incumbent vote. I can't imagine what platform Perot would run on, but whatever it was, anti-Bush voters uncomfortable with voting for Clinton would have voted for Perot.

Either way, I can't see Bush exceeding his 1988 margin. If he does win, it's by no more than 300 Electoral Votes.
