A timeline where Christianity is unable to spread to northern Europe effectively (possibly a different outcome of the Saxon Wars) could achieve this. A heavily, reactionary Christian southern Europe (France, most of Germany, Italy, Iberia) against a pagan or pagan-adjacent northern Europe (Norse-infused Britain, Scandinavia, probably eastern Europe and Russia). If we accept colonisation as an inevitability, you could have a situation where the global stage is still dominated by Christian powers and people of Scandinavian descent, with their weird beliefs and traditions, are generally looked upon with suspicion and therefore exist on the periphery even where they are legal migrants.
