To make it be signed on the French side, you need a minima :
Alsace-Lorraine : annexed by France.
Reparations : cover the damage to Entente industrial infrastructure destroyed by German troops. This means a bunch of money, but nowhere as much as IOTL.
German army : demilitarisation of the frontier with Allied powers. However, Germany is allowed and encouragedtto maintain a militarised border with the Reds should it have one.
To make sure peace lasts :
Creation of a proto-ECSC. (Faster return to prosperity of Germany and France has a degree of control on the German industry)
Creation of a "war debt council" to make smoother the payments of war debts and deal with Red Russia's default (i.e. all war bonds lose some of their value to compensate).
No war guilt clause. The reparations are justified by the fact that the Western Front almost exclusively took place on French soil.
Demilitarisation : the frontiers with France and Belgium are not to be militarised for 20 years. Germany's peacetime armed forces are capped at 300 000 men, for a duration of 20 years. This cap can be overruled in case of deliberate foreign aggression that is not linked to the terms of the treaty, or if a general agreement with regards to arms reduction is reached during the 20 years, or, temporarily, in the case of a request by France and Britain for an international intervention.
Colonies : Namibia to Britain as per OTL. France, Italy and Britain share the Cameroon. Tanzania can be left to the Germans.
Austria-Hungary :
-There is nothing wrong with Czechoslovakia as is.
-Serbia gets Bosnia-Herzegovina.
-An independent Kingdom of Croatia is created in Croatia and Slovenia.
-Hungary is to have referenda for Voivodina and the Transsylvanian regions on national appartenance.
-Italy gets Tyrol, Istria and Italophone parts of Dalmatia.
-Austria is allowed to join Germany, but only after a referendum.
-Galicia-Lodomeria to Poland.
Eastern German border :
Independent Referenda are to be held in the Prussias, Silesias, Danzig and Memel on national appartenance. Poznania is ceded to Poland either way.
Should Poland wind up without an access to the Baltic, Germany will give Poland free transit on the Vistula and demilitarise both sides of the river on 2 km.
Red Russia : All signatories of the treaty will support the White factions and Poland over the Reds, either with armaments or troops. Germany is expected, but not forced, to grant Entente troops free passage by train for the duration of the Russia Civil War.
Asia : OTL is fine for now, but the Western Powers will endeavour to support Sun Yat-Sen instead of the corrupt warlords and Beiyang government.
Bulgaria : as per OTL.
Turkey : full balkanisation.
- Greece gets Smyrna and Thracia.
- Constantinople becomes an international city, the likes of Tangiers (not a free city like Danzig). The administration will be Greek though.
- An Armenian state is recreated in Eastern Turkey.
- If there is enough Pontic culture left, a Pontic state is recreated around Trebizond.
- France obtains a coastal strip corresponding to Cilicia, a Greater Lebanon, and Palestine. It gets the first and the last as mandates and not full colonies.
- Britain gains the Hedjaz, Mesopotamia, Syria, Jordania as an Hashemite Arab Mandate. It also gains a protectorate over a vassal Kingdom of the Kurds.
