A slightly different ACW outcome

Let's say that in the early years of the ACW, the CSA wins independence. Flash forward a decade or so, and let's say again that the CSA breaks apart into smaller regional entities or independent states. The Union may or may not make a try at trying to integrate some of these breakaway states, but let's say it doesn't happen. So instead of the usual USA vs. CSA as an ACW outcome with an independent CSA, we have a USA in the north, with separate and independent entities in what was the Confederate states. What would be the subsequent history be like?
 
Unlikely that each state would go completely alone. A Virgina, a Carolina/Tennessee, A Florida, Georgia/ Alabama, Mississippi/Louisiana, Texas/Oklahoma/Kansas.

With all the little countries on the Border the US would treat them the same as the US treats the little Central American States.
