There are some very good designs here. I must admit that the 'union of norway and scotland' is VERY striking but seems to me to be more of a royal standard than a national flag.

Difficult on to judge unless ah-sue could submit a photograph where she adopts a pose similar to that on the flag, perhaps a large black labrador, or similar, dog would be safer than a panther. :D I shall keep checking my private message box. ;)

I've gone for #4 - striking, clean, simple and not in the rectangular shape so common in OTL. Additionally, I'd love a longish outline of the history of this Rome. A treaty banning nuclear weapons at the beginning of the 18th century is fascinating stuff.
