Parliament Security Act

Overview

In the aftermath of the failed April 21 coup against His Administratorness' Government by members of the AH.com People's Funny Hat Revolution, there were calls from members of the government and from the general public for some sort of security force to be installed to prevent further incursions into the Houses of Parliament. This bill would create a new security force, separate from the AH.com Armed Forces and under the direction of Parliament, to guard against further coup attempts.

History

Deputy Prime Minister maverick (E) submitted this bill to the Lower House of Parliament on April 24, 2009. MP Susano (FFF) commented: “Imperial Guards are cool - but hence why this needs a bit more elaborated bill. As it is, its too simple. Im not sure what amendments, though - that needs to be discussed. At the very least, it needs an intricate officer hierarchy, and some frivolous privileges.” maverick (E) agreed and resubmitted a revised version of the bill which included an additional four articles detailing the hierarchy and privileges of the proposed Imperial Guard. Susano (FFF) countered with an extensive counter-proposal which more than doubled the length of maverick's bill and greatly increased the Imperial Guard's complexity.

Text of Legislation

I. A Security Organization known as the “Imperial Guard” must be created to protect the Parliament building and its members, and to shoot trespassers on sight.

II. The Imperial Guard shall be set apart from the AH.com Regular Forces, and only answerable to Parliament.

III. The Imperial Guard shall be led by a Princeps Militantes appointed by parliament, who shall be assisted by Praefects, to be appointed by Parliament, too, in summer, and by Tribunes* to be appointed by the Princeps Militantes in winter. Furthermore, the officers of the Imperial Guard shall choose among them a Magistrus Gladium, their sword master, who will fight duels in Parliament's name.

IV. The Princeps Militantes shall, apart from above mentioned posts, raise other people into officer ranks of the Imperial Guards, under the conditions that the rank titles must be faux Latin and make no sense or coherence whatsoever.

V. All members of the Imperial Guard are required to be schooled in the Imperial School of Marksmanship.

VI. The Imperial Guard's anthem is the Imperial March from Star Wars.

VII. The Imperial Guard shall have the right to perform searches everywhere in the Parliament Building, and in the Test Messages Forum.

VIII. The Imperial Guard may not be active in the Future History and Alien Space Bats Forum, to prevent demonic infection. Furthermore, the Imperial Guard may not employ katanas or submarines

IX. Every soldier and officer of the Imperial Guard shall at minimum be armed with a blaster, a sword (either a big friggen sword or an elegant rapier) and Celine Dion tapes.

X. Officers of the Imperial Guard shall have the privilege to wear ridiculous cloaks instead when wearing ridiculous headgear is required. However, they always must enter the Office of the President, the Vice President and the Prime Minister by walking backwards.

XI. Upon retiring and leaving service, each member of the Imperial Guard shall be given a boar as sign of gratitude of the Imperial Republic.

Results

Voting in the Lower House of Parliament began on April 24, 2009 and ended on May 1, 2009.

Deputy Prime Minister maverick (E), Susano (FFF), Prime Minister LordInsane (E), Pkmatrix (YSP), TheDarkServant (FFBF), and 09camaro (E) voted AYE.

NONE voted NAY.

VulcanTrekkie45 (YSP), Keenir (E), Ran Exilis (E), Haggis (E), Gladi (E), Demosthenes (E), Opposition Leader Kidblast (YSP), Nekromans (YSP), and Steffen (FFF) have not yet voted.

With six votes in favor and none against, this bill was passed by the Lower House of Parliament via the expedited passage rules outlined in Article I of the Legislative Procedures Act. It was not opposed by the Landsraad and was signed into law by Acting President Thande on May 20, 2009.
