The 2009 Paladin Territorial Reform Bill

MP Paladin (E) introduced a Territorial Reform Bill to Parliament to address one of the key issues of the 2009 legislative session for both major coalitions: the good governance of the AHcom Territories. The bill was introduced on September 19, 2009. Within hours, MP Susano (FFF) introduced a competing bill, the Susano Territorial Reform Bill. Voting has been along party lines, with EVIL rallying around the Paladin Bill and the FFF-ESP coalition supporting the Susano Bill.

Voting, amendment, and debate are still underway.

Text of the Bill

Section I. Territorial Administration

1.The President has the right to annex territories and appoint governors to those territories

2.In order to guarantee efficient government, each governor must have a fully realized and capable administrative structure with support staff, so that he me be able to delegate tasks.

3.It is the responsibility of the governor to design, and if necessary, appoint this administrative bureaucracy.

4.Where a civilian population is present, i.e. outside military bases and territories, there shall be a parallel military and civilian chain of command up the governor, in order to prevent concentration of power. Thus the military only has control over its assets, and can not influence the civilian government, and vise-verse.

5.If a governor has not been active in his territory for 6 months, he may be contacted at the discretion of the citizens and asked if he is still interested. If not, the President may appoint a suitable replacement.

6.A governor shall be removed by the president or by a 2/3 majority vote by his citizens, for committing crimes against the state or territory, including treason, corruption, or gross mismanagement.

7.In order to oversee all these reforms, a Territorial Office shall be established under the Ministry of Foreign and Imperial Affairs , and a parliamentary oversight committee will be created, with the power to make suggestions to the president.

8.Finally, in order ensure that all territories are properly staffed and run, a Notitia Diginatum will be drawn up yearly by said committee, detailing all provincial administrative and military posts.

Section II. AH.commonwealth Customs Union

1.In order to allow free trade of goods and services between the territories, tariffs will be kept as low as fiscally possible

2.All citizens have the right to free passage through any territory, and to settle freely wherever they choose.

3.However, in order to prevent political gerrymandering, certain safeguards shall be installed:

i.In order to become politically active in a territory, a citizen must register with the local authorities.

ii.Any citizen who attempts to vote or hold office in one territory while living in another will be forced to void their citizenship in their home territory. Furthermore, they will be barred from running for office for a year.

4.Finally, all citizens have the same rights everywhere, and discrimination based territory of origin, political affiliation, or number of posts is illegal.
