Landsraad Special Elections, 2009

Following the passage of the Landsraad Act of 2008, the AH.com Parliament has been a bicameral body. Unfortunately, the Upper House of that body, the Landsraad of AH.com has been vacant since its formation in September 2008 due to the oversight of not including election dates in the original bill. This oversight was corrected with the passage of the Landsraad Elections Act of 2009, setting special elections for the Landsraad for March 21, 2009 which would be followed by a second set of elections alongside the Lower House and Presidential elections in August.

This election was far different from the others held on AH.com. Votes were limited to the AH.com Peerages, members of whom were granted multiple votes based upon whether or not they were members of more than one Peerage. Also, rather than using a simple poll, votes were sent via Private Message to the Special Election Leader for the Landsraad, who tallied up the votes and reported them to the board.

It's notable that, as of March 24, 2009, this election had the lowest turnout of any vote held in AH.com Politics.

Campaigning and Overview

On February 16, 2009, the AH.com Newspaper issued a bulletin erroneously announcing that the elections would be held on March 19, 2009. This was quickly changed to the correct date.

Following the signing of the Landsraad Elections Act of 2009 on March 1, Minister of Vengeance Maverick nominated Susano, MP and Chairman of the Federalist Federation of Federalists, to be Special Election Leader for the Landsraad Special Elections.

LightInfa of the Evil Party announced he was interested in serving in the Landsraad on March 1, but also announced he was willing to take the Special Election Leader position should his conflict of interest be overlooked.

On March 2, Susano decided not to accept any nomination to be Special Election Leader for the Landsraad, reasoning that as Party Chairman he couldn't be reasonably neutral, and instead suggesting Prime Minister TheDarkServant of the Evil Party due to his history of bipartisanship. LightInfa supported this proposal.

On March 4, President Sargon nominated Minister of Legislative Wikiness Pkmatrix to serve as both Electoral Officer and Special Election Leader for the Landsraad.

Pkmatrix posted the Official Party Registration Thread for the Landsraad Special Elections on March 7. Immediately, it was realized that no restrictions had been placed on non-Peer political parties from registering for the elections. In an effort not to discourage the new parties, Pkmatrix announced that as long as each party can boast at least 1 Peer as a member, then he will count the party as registered.

The elections became further problematic due to a flaw Susano found in the Landraads Act of 2009, and a last-minute attempt to rectify matters in the Landsraad Amendment Act.

Landsraad Special Elections were held from March 21, 2009 and until March 23, 2009. Due to a misunderstanding of the legislation surrounding the Landsraad, the results initially reported were incorrect.
