Spanish Prime Minister Felipe Gonzalez refuses to negotiate with the Basque Solidarity Party, Eusko Alkartasuna, after there are suggestions he may need to do so on other political questions to get their five votes in the National Assembly. He states that experiences in the Basque parliament have demonstrated that political necessity has forced EA to vote with the Socialists on most questions without concessions being afforded.
