==== Overview ====

In the aftermath of the failed April 21 coup against [[ah.com politics|His Administratorness' Government]] by members of the [[AH.com People's Funny Hat Revolution]], [[09camaro]] of the [[Evil Party]] submitted a set of bills with the goal of addressing the issues that led to the rebellion in the first place. This bill was part of that set and would address the issue of bringing more humor into the government by incorporating elements of the failed [[Funny Hat bill]].

==== History ====

MP [[09camaro]] (E) submitted this bill to the Lower House of Parliament on April 23, 2009.  The bill found opposition from [[ahcom pm|Acting Prime Minister]] [[LordInsane]] (E), who argued "I've already stated my reasons for opposing Article I," referring to his opposition to the [[Funny Hat bill]], "and while the sentiment behind the Honourable MP's proposal appears to be good, I am not willing to give up my night-cap- and a night-cap is neither a hat nor a wig."  He then proposed an amendment:  "Section 1, Mandatory Funny Headgear Week: All persons from here on will wear a funny thing worn on the head on the third week of the month. All headgear will either be shown to Parliament through photograph, or flamboyant imagery."

MP [[Susano]] (FFF) opposed the amendment, though, on the grounds that he did not have a digital camera.  This was countered by [[ahcom pm|Acting Prime Minister]] [[LordInsane]] (E), who pointed out that "the difference between the unamended version and amended version does not lie in presentation to Parliament, but with extending it from 'hats and wigs' to include other headgear".  [[Susano]] apologized, admitting he misunderstood, and proposed another amendment:  "Section 1, Mandatory Funny Hat or Wig Week: All Members of Parliament, of Landsraad and of the Cabinet from here on will wear either a funny headgear of any kind or form on the third week of the month. Only Members of the Landsraad may be allowed to wear purple funny headgear."

MP [[09camaro]] (E) decided to merge the proposed amendments.

==== Proposed Text of Legislation ====

WHEREAS the Parliament of AH.com has become dull, bland, uninteresting, and boring;

BE IT ENACTED by Act of the Parliament of Alternatehistory.com,

ARTICLE I

Section 1, Mandatory Funny Headgear Week: All Members of Parliament, of Landsraad and of the Cabinet from here on will wear either a funny headgear of any kind or form on the third week of the month. Only Members of the Landsraad may be allowed to wear purple funny headgear.

Section 2, Proof of Purchase: All members will either post a picture of themselves wearing the funny hat, or will use creative and flamboyant imagery to convey the image that they wish to perceive unto others. Images are not Mandatory

ARTICLE II

Section 1, Happy Fun Times: All persons will attempt to keep the parliament as fluffy as 09camaro's cat and as fun as BK Wheeler's Mom, and will take measures to ensure that others follow suit.

==== Voting in the Lower House ====

Voting in the Lower House of Parliament began on April 24, 2009 and ended on May 1, 2009.

[[09camaro]] (E), [[TheDarkServant]] (FFBF), [[Pkmatrix]] (YSP), [[Susano]] (FFF), and [[ahcom pm|Prime Minister]] [[LordInsane]] voted AYE.

[[ahcom deputypm|Deputy Prime Minister]] [[maverick]] (E) voted NAY.

[[VulcanTrekkie45]] (YSP), [[Keenir]] (E), [[Ran Exilis]] (E), [[Haggis]] (E), [[Gladi]] (E), [[Demosthenes]] (E), Opposition Leader [[Kidblast]] (YSP), [[Nekromans]] (YSP), and [[Steffen]] (FFF) did not vote.

Unable to meet the passage requirements set out in either Article I or Article II Section 2 of the [[Legislative Procedures bill|Legislative Procedures Act]], this bill failed to pass.
