Zimmerman doesn't issue the note

What if someone in the German government has enough sense to realize that trying to get Mexico to commit suicide for the greater glory of Germany is a non-starter and the note is never sent?

I think - unless you change also German military orders to no unrestricted submarine warfare - the outcome of the war would be not so much different. The US may get into war at a somewhat later date but the unrestricted submarine warfare gave them casus belli galore. It is only a matter of time.

A later date might be enough. With Russia out of the war the reinforcements from there might be enough to win it if there weren't American IGs coming.

I agree. With the Germans using unrestricted submarine warfare again, it was only a matter of time before the U.S. got involved in the war. If it hadn't been for Pearl Harbor, it most likely would have been the cause for the U.S. entering WWII as well.

Unrestricted submarine warfare on its own is likely to eventually drag the US into World War I, but given the horrendously slow US mobilization delaying their entry by just a few months could have consequences on the 1918 campaign season.

They didn't OTL, what were they waiting for? :D It is simply not that easy to do. If Zimmerman wouldn't have admitted to sending it there would have been skeptics who pointed out that NO ONE could be THAT stupid!

US would have entered the war a month later. Zimmermann's telegram just made the process go faster. The Wilson administration was leaning towards war on the submarine issue before the telegram.
