What if Tito made Sarajevo the capitol of Yugoslavia instead of Belgrade?
This move could have seen the Administration to develope with a more balanced make up in its entire mechanisim which in turn would allow a more positive attitude to the developement of the infra-structure of Kosovo which in turn would have seen the slowing in the decrease of the Serb population from that region.
Given the nature of Serbian Nationalism there would no doubt be a movement for independance and rather than the 'Croatian Spring' of 1971 perhaps we would have seen a 'Serbian Autumn' in which any potential Serbian nationalists's were jailed.
The death of Tito would have still caused the federation to be fatally damaged but rather than the death and destruction that has happened perhaps there would still be a 'confederation' of Yugoslavia with its memeber states agreeing to a more federal system with each individual state taking responsibilty for it's domestic ploicy but allowing for a centralised foreign and defence policy. Perhaps the strongest threat to this would have come from the nationalist movement of Serbia and any agression on the part of a Sarejevo led Yugoslavia to prevent a Serbia leaving the confederation which could have led to the West taking a very different standpoint...
