Yu was the idealist, he's perposals were extremely "modern" as he perposed a fullscale navy and fully gunpowder based army with a completely revamped logistic and recruitment system, he was probably a little too ahead of his time though. and most of his suggestion fell on death ear, but they did have a lasting effect on his more practical college Chi.

During their time periods Pirate Lords from Japan and China / Korea were running wild in the Chinese south, they weren't only holding raids but even establishing forts and bases right on the Chinese coasts. the Wei Shu system has virtually collapsed in the South due to prolong peace and prosperity. and this was becomming a serious problem as one raid managed to even go right up to the border of SICHUAN. and killed several THOUSAND people during the process... and that raid was probably only manned by no more than a hundred pirates.

Yu's perposal was a much grander one, he notes that while these Pirates are based out of sea, they were hardly any good at naval warfare. as most of their primary fighters are rogue samurias or Chinese / Korean warrior trained in Japanese fashion, while their sea operation were helped mostly by fisherman / merchants who were either forced into service or more importantly angry at the Ming's anti maritime policies. he perposed that a full professional navy be established to annihilate the pirate on the sea.

In his writing he famously said " The war at sea is a simple matter, more ship beats less ship, more guns beats less guns, bigger ship beats smaller ship, bigger guns beats smaller guns" (actual translation) a rude but straitfoward accessment that had a lot of truths in it.

He also perposed fullscale technological and organizational uprade to the entire military. but proved too radical to succeed.
