Eh, you shouldn’t worry too much about that. TNO itself is completely implausible, so you should just focus on what you prefer and what could make your headcanon more interesting to you.
Here's a few ideas I had for my headcanon. It's a little silly:
- WerBell unifies Russia, goes Cincinnatus. Makes a deal with Rurik to leave him an autonomous territory where he rules as 'king', mostly because he finds the Rurik thing hilarious and likes that the guy actually takes care of his people in the silliest way possible.
- Goering takes over Germany but finds that eternal war is hard to pay for and Germany can't pay for its territories outside of central Europe, especially after the 2WRW.
- Some presidents of the US include JFK, Lyndon Johnson, and ending in McGovern, who proceeds to establish American hegemony through peaceful means.
- China defeats Japan and Japan eventually is forced to become something happier.
- Nowa Polska gets to return to Poland once the Reich is humiliated.
- Burgundy implodes because Himmler is disconnected from reality and his system is a mess, Burgundy having accomplished next to nothing worthwhile.
- Margaret Thatcher goes OFN and leads England as a democrat.
- Yockey writes increasingly incoherent books as he watches everything he believes in die.
- Hall becomes a politically irrelevant shyster as OTL.
- McNamara is McGovern's SecDef.
- France regains its territory and slowly starts to reconstitute itself, a nation utterly shell-shocked but finally free.
- Free France becomes an apartheid rogue state constantly yelling about how it's the real France.
- WerBell gets RK Kaukasia and desperately tries to do something with it, while Ostland goes free and splits into its constituent countries.
Here's one piece of my TNO headcanon:
The Founding of the Coalition of Nations
The Coalition of Nations was originally envisioned by Fuhrer Albert Speer as a means to protect global order, prevent a third World War, and advance German interests. His original proposal would have located the CoN's headquarters in Hamburg and would have excluded any nation under the control of anarchy, while enjoining all nations to fight against "subversive ideologies".
This, of course, immediately drew opposition from the United States. Having recently brought the Siberian Free Territory into the OFN, President John Glenn was not interested in seeing his newest ally excluded. Prime Minister Achille Lauro, while more sympathetic to the anti-anarchy provision, made it clear that if the United States was not involved, then Italy would also not join. Finally, rather than see his project collapse, Speer caved and accepted that Siberia would be a member of the CoN.
The inclusion of Siberia as a founding member destroyed any chance of incorporating fascist principles into the CoN charter. Everything was watered down. It soon became clear that the Coalition of Nations would be little more than an international forum for diplomacy - a useful tool, but nothing more. The final insult was the universal objection of the US, Siberia, Italy, and Japan to placing the headquarters anywhere under German rule. Eventually, after much debate, it was agreed that the city of Brest in the recently liberalized Republic of Brittany would be the CoN headquarters.

My headcanon is mainly as follows for the leadup to TNO2:
North America: Wallace (Impeached) + LeMay (Passed Civil Rights) + MCS (Yockey path once she destabilizes the NPP) = It Happened Here. Also, Guyana was a disaster, and President Yockey's obviously not a fan of what 'Speer' is up to in Germany, no siree bob.
Europe: Go4 puppeting of Speer after the peaceful resolution of the Slave Revolt + biggest/most reformist Einheitspakt possible in-game. Also, Scorza's Italy shat the economic bed and Iberia fell into the worst civil war configuration possible. On top of all that, Burgundy somehow managed to avoid collapsing, so they're still up to their usual tricks in this scenario.
Russia: Vagner's Russkiy Reykh unifies Russia + Kazakhstan, with optimal territorial gains from the Northern War, the PRC doing well enough to not lose territory in the Mongolian Civil War, and Rodzaevsky winning in the Far East (Also, to ensure the 2nd WRW still happens, Speer secretly gets in contact with Vagner, promising the 'Fyurer' that he'll recognize them as Aryans if they help him regain power from Schmidt and the Go4).
Middle East: Lehi Israel, while the other Oil Crisis-caused civil wars in the region have resulted in a mix of pro-German and pro-American outcomes.
Africa: Afrika-Schild total victory in the SAW, followed by Hans Huttig's Reichsstaat hanging on long enough to go full African Devastation on Central Africa when it collapses, along with their South African puppet regime crapping out as well.
Asia: Kishi's Japan vs. Zongwu's China, along with a Free Indonesian defeat to ensure the biggest Co-Prosperity Sphere once the Great Asian War kicks off.
Basically, it's a thought experiment in regards to Go4 Germany. Their path is supposed to be particularly difficult, right?
Then let's crank that difficulty all the way to the max for TNO2.
Make them fight for their dreams tooth and nail against a world gone even further off the deep end than it was in 1962, basically.

-The rest of Germany’s colony’s in Europe split from Germany, as Ostland is taken by Meyer-Landrut, Muskowien collapses, And Ukraine becomes an independent Republic under the OUN-B. Kaukasia also collapses into ethnic republics, while Norway becomes a democratic kingdom and joins the OFN.
-In England, the collaborator government easily roles over for HMMLR because the collabs have no support from Germany and lack any will to engage in a civil war. Labour wins convincingly afterwards as Harold Wilson becomes PM. He has England join the OFN. Scotland in the meantime elected a “Unionist” government, who immediately began talks to rejoin Wilson’s England, while Wales is Social Democratic and also agrees to join.
-Italy goes Democratic after Ciano convincingly wins the power struggle with Scorza. However the colonial empire splits away, with Levantine collapsing after a successful Jerusalem conference, while Egypt, Abyssinia, Libya, and Algeria split away after the oil crisis.
-Iberia loses the Algerian War, and after Salazar dies in 69’, the Federation collapses into civil war, with the German supported Falange coming out on top. Portugal becomes Communist and aligns with the USA.
-The French State beats Burgundy after a long war, but the Lorraine plateau and Lorraine are taken by Germany and reformed as German territories, while Belgium becomes a degrellist puppet of Speer. Brittany loses and is integrated into the newly right-wing democracy of France.

My After Midnight Post Holy Russian Empire Headcanon
Big thing, no Russian unification even by TNO!2020. Russia as a nation is basically all but dead as a concept. And none of these nations are exactly well off by any stretch.
Also there's a general refugee crisis caused by this, particularly in Germany's eastern colonies.
West Russia
-HRE Remnants are taken down or collapse, their lands divided between various factions.
- North Russian Liberation Front becomes basically a Finnish puppet in all but name.
-Orenburg defeats the Idel-Ural Free State and expands into the former HRE but can't go beyond that due to internal and external pressure.
-Samara is isolationist.
-Autonomous Soviet Liberation Army defeats the Kazakh Purification Army and creates a new pluralistic socialist state
West Siberia
-Redeemed Black League basically destroys itself, brotherhood of Cain also falls to popular revolt.
-Nenetsian Free Army narrowly defeats the Imperial Air force.
-The Nenetsian Free Army and Chelyabinsk Institute ally together.

I don't really see how "Russia is dead as a concept" would ever work. It's a way to hype up Taboritsky's utter devastation of the country, and it would definitely be right to say that due to his actions Russia may never rise to the status of great power ever again, but I don't see how one could remove Russia as a concept as long as there are ethnic Russians speaking Russian language around. Regional statelets aren't going to replace the common ties of language and origin, even if the devastation brought by the HRE causes these statelets to make a reunification impossible for decades to come.
I think the idea is that many Russians would probably feel more loyalty to regional identities than to the idea of a united Russia owing to Taboritsky's actions.

I don't think that would happen. At the end of the day Russian identity is older and based on shared linguistic and ethnic ties, Taboristsky would certainly scar Russian identity forever but I don't think it would results in the people of Omsk and the people of Samara, who speak the same language and have the same traditions, start seeing each others as complete foreigners.
On the other hand, there are linguistic and ethnic ties between Germans, Austrians, and (some parts of) Switzerland, yet the idea of unifying those countries is dead. In the case of Austria, not even that long dead given that it's been less than a century since Anschluss and less than that since Austria was un-annexed after the Second World War. You could say the same thing about Scandinavia...I don't think it's out of the realm of the possible that a long post-Tabby anarchy could lead to permanent divides between different Russian states, who might acknowledge the others as also being Russian, in some sense, but still feel that they're not quite the same peoples and ought to remain independent of each other.
