The rest of Lorraine is annexed to Germany proper, as a Reichsland, as is Franche-Comte. France as far as Paris (including Paris) is occupied by the German Army to enforce demilitarisation. Entente Cordiale dissolved, the French army abolished and replaced by a National Guard (which is not allowed any arms other than riflesw, and no vehicles heavier than cars), elevated to a glorified police. French Navy abolished, the French allowed a coastal force of no more than heavy boats, which must not number relative to the Kaiserliches Marine by more than one french vessel to ten German, gun caliber to be limited, punitive reparations and forced to renounce all claims to provinces lost. France will remain under German military governance for ten years, giving way to a puppet. France forced to accept war guilt, and be forbidden from raising a French army or air force until German consent granted, and then the plans must be approved. Four permanent German garrison fortresses and army divisions are to be set up in Northern France to maintain order (on exclaves, a la the UK's Cyprus bases), three in the south. Industrially, French industry is to be dismantled, and is not allowed to be of a size exceeding half of Germany's industrial capacity, with no heavy industry. No population controls etc as this would lead to huge international condemnation and mass riots. Remove the right to fortify the borders, and force most-favoured nation status. Outside France, the Low Countries are combined into 'Dietsland', with chunks of france a la the United Kingdom of the Netherlands, with the goal being to Germanise this to admit it into the Reich. Children are taught to view the Germans as a brother nation - the Frankish empire etc.
Very simple list, but how is this? It is essentially a modified (even harsher) Versailles for the French, as splitting France up, in my mind, would not work simply due to the possibility of fostering nationalism. Incidentalyl, I assume by destroy you merely mean render France incapable of ever again being a reasonable foe, not literally obliterate.
