Well, Wilhelm II was a pretty dictatorial guy, even if he didn't have all the powers of a traditional dictator. Kerensky didn't really have a long enough term of office to show his true colors, but since Russia has only had one leader ever who didn't rule as a dictator, and he was easily the most incompetent idiot ever given the reins of a country in the 20th century. Wait - there was that extra-constitutional dissolving of the parliament thing. Never mind, Russia has never had a leader who wasn't a dictator. So I'm not giving Kerensky the benefit of the doubt.
 
Gadafi, his system actually is pretty good in theory, the only problem, it was never implemented.

You're being rather hard on Kerensky. Sure, he was trying to run Russia while up to his eyeballs in cocaine and all that, but he never did show his true colours. And what about Stalin?

Willi was a constitutional monarch in a system which fell well short of being a proper democracy but was by no means a dictatorship, let alone a monarchical one. During WW1 he was rendered irelevant by the generals. Obviously, therefore, Willi is only a figurehead for the P&B Party, which is actually controlled by Ludendorff. Bastard!

So as a Scotsman, my vote of course goes to Idi Amin! :D

Jozef Pilsudski is Poland's Official Dictator Guy, and we have a running gag here that Wikipedia and Poland (and Armenia) are in cahoots in an elaborate Germanophobic (and Turkophobic) conspiracy.
 
I went for Ghadaffi - he has a few advantages including being alive, not having been overthrown and having managed to dance a complex international dance throughout the entirety of my life to remain in power. He also hasn't bankrupted his country, plus he has an all-female elite bodyguard
