Youngest Plausible President? AHC

The Youngest President in US History is Theodore Roosevelt at just 42 years old, my challenge to you, without majorly changing the political or cultural landscape of the US (no wars or disasters that kill everyone over 40 ect) get the youngest possible person into the Whitehouse.

Who would this person be?
What would the administration look like?
What would be the context in which they were elected?
 
Well, to give you the smartass answer, 35, as that's the legal age you need to be to run for president.
 
FDR is assassinated prior to assuming the Presidency on Feb. 15, 1933 by Zangara. Garner becomes president and serves ably but not is as unifying a figure as FDR (no fireside chat, a much leaner New Deal). After eight years, the people are in the mood for a change. Thomas Dewey wins the GOP nomination in 1940 with his youth and charisma (Wilkie has no reason to run without government competition stirring him up). Dewey wins against an uninspired and divided Democratic Party (Garner's term was a combative one). There, a 38 year old president.

As for his presidency, he would have taken the US into WWII. Military spending would have solved unemployment and saved the economy. He would have been combative towards Stalin and would have encouraged American forces to push east as fast as possible leading to a different division of Europe possibly capturing Berlin. A supporter of the UN, he also would have been tougher on Communism (the Nationalists are aided in their civil war either leading to victory or a north/south split averting the Korean War). The Communist Party may even be banned. He also would have likely expanded social programs and government regulation including Universal Healthcare. There is no 22nd Amendment. Dewey also would have supported Civil Rights infuriating the South; this, along with a demand for decolonization would hurt the Soviet's propaganda against the West. The US military would not be as large or as interventional without Korea revealing the faults of conventional forces following WWII; the US instead would be invested in air, naval, and nuclear forces.

The 1948 GOP primary would see Harold Stassen win. Claude Pepper wins the Democratic nomination. Animosity with the unions would hurt Pepper allowing a Stassen win who, at 41, would be the second youngest president.

You could have something like The Kid who Ran for President actually happen. The main thing you need is for the US to not have any major problems and generally be in a state of peace and prosperity. People won't vote for a kid when the economy is doing shit of if there is chaos in the rest of the world.
 
RFK would have been 43 in 68, but if you create some set of circumstances that gets him into the White House in 64, you're at 39. Ted Kennedy in 1968 looks plausible at age 36. A few others that are at least plausible but obviously didn't happen:

Bob Kerrey in 1984 -- 41
Bill Clinton in 1984 -- 36
Tom Cotton in 2016 -- 39

And yeah, some of these will be a year older by inauguration.

Another fun note, Joe Biden would still be 34 if he had even wanted to run as a first term senator in '76.

Edit: plus I forgot Michael Jordan always got a good number of write in votes in the 90s
 
William Jennings Bryan wins in 1896. He would have been a couple weeks short of his 37th birthday on inauguration day 1897.
 
Others have mentioned Bryan in 1896, Breckinridge if President Buchanan dies in office, Dewey in 1940, Ted Kennedy in 1968, and Jerry Brown in 1976. Other candidates or potential candidates under 40: Stephen A. Douglas in 1852, George McCelllan in 1864, Harold Stassen in 1944, Al Gore in 1988.
