At the time of the major assassination attempt that I believe you are referring to China was already mostly unified and the remaining pieces were already, in a sense, targeted. Revenge for killing Ying Zheng would be a top priority and I wouldn't be surprised if the remaining states fall faster. After that we would have a competent more moderate Emperor to succeed him, though he too would assume the throne rather young. Assuming Fusu doesn't get killed or change radically, the Qin Dynasty might have a decent chance of holding itself together for a number of generations.
