Xanadu dominate hypertext

Basically with a POD of 1960 what would happen if Xanadu became the dominate Hypertext system rather then the web? Xanadu didn't use links as we know them on the web. Rather it used Transclusions where the "linked" document was included with the document citing it, in context. rather then a system of links, documents that give you the address of other documents, Transclusions actually cite in context. While the web suffers from link rot, Transcluded documents as copied every time they are transcluded. They also had some intresting ideas involving copyright.
 
If I am reading that correctly post a Tranclusion would create a much larger document. Even if the cited or linked texts were not visible its going to take a lot more bandwidth and time to post or transmit docs you have created.
 
It's a fascinating idea (I'm a programmer myself), but it's still way beyond capacities. Think about it: He not only wanted his system to replace other kinds of hypertext, databases and other kind of data; he wanted to store everything centrally (that'd allow only for a small internet, let alone the question who should run it); he wanted transclusion, and wanted a kind of micropayments too.
