WWI happens two years ealier

So, how do Italy and Turkey react if the general European conflict breaks out in the middle of their war?

Italy would likely end the war asap and prepare for a major European war. whichever side they would join would depend on who is winning.

If we are talking about a war sprouting from the Bosnian Crisis it would look very similar to otl WWI.

Bulgaria would join the same side as Serbia (so entente) Due to first Balkan war not being over.

I think if the War happens two years ahead of Schedule then Germany will probably enact the Schillefen plan without diverting troops from the Western Front to the Eastern front, maybe a Russian governmental collapse happens much earlier with the Soviets inspired to take their chance so soon after the 1911 uprising.

Couldn't happen until military collapses or turns against Tsar.

No they don't have any reason too. In fact there are many reasons not to.
 
How would the RN size up against the KM in 1912?

It's not just that (though I think the value of the PreDreadnought RN ships would be more given the 2 year difference), but also how much difference would 2 years make to the number of U boats Germany has ready, I think I did some reading for another TL months back. They would be down at least 20 hulls and perhaps more depending on when the 11 U31's came on stream. And given that the first 4 at least were used as training ships in WW1 that might mean only about 35 hulls at best.

There is another possibility here. In 1912 Moltke won't be able to tell the Kaiser that Germany can't mobilise against just Russia (because they still do have a plan to do just that), which might mean that the Kaiser will order Moltke to not use the Schillefen plan.
