Until Gorbachev came into power, the default position of the Soviet military was to immediately start using tactical nuclear weapons in the event of general war in Europe. He immediately demanded that a "non-nuclear option" be crafted by his generals.
 
Actually there was a gradual reduction in the numbers of weapons to be used. In the plans released by the Polish government indicated the use of 189 warheads running from 5 kilotons to 500 hundred. But the 7 days to the Rhine plan talks about 7.5 megaton of weaponry used at few targets and from what I read the warhead to be used was 500 kilotons. While the Soviet were still planning to using Nuclear Warheads the number and types as well a the kinds of targets were greatly reduced. But what does it that matter to the people who would get nuked

Well, it might matter as it might determine whether or not they live or die.
 
True, but the part about the Americans launching a first strike was just window dressing the reality was that none of the presidents in power would launch a first strike, JFK,LBJ, NIXON, FORD, CARTER OR REAGAN were not going to start WW3. But it looks better when you brief your allies about your war plans if you tell them that the American launched a first strike
