I for one agree with this assessment. One thing political leaders hate is the unknown. Just consider that in terms of pop culture, for every film or television show with E.T. or Superman (with a bright, optimistic view of the future), there are at least 20 "Independence Day" or "Aliens".
Another point is that I am suprised that no one has brought up Star Wars or Star Trek PODs...

The shuttle is however lighter with smaller engines on the shuttle itself it only has a slightly smaller payload as its US counterpart, relying much more on its booster rocket to reach orbit.

As a new force, the KAP (Konventionell-Atomare Partei), centered around exactly the opposite to what the Greens wanted, enter the Bundestag with 5,9 %.
All parties vow to simultaneously fight the "brown and green threats".

Thinking it over I don't think the Brits would want nor need something as big as the OTL sea dragon, the thing could if you could fit it on the rocket put the ISS in orbit in a single flight and put 100 tonnes on the moon, the things a monster.
Maybe having them go for a scale downed model 1/2 or 1/3 the size the thing is just too dam huge. Even then the rocket is massive and bigger then anything the USSR or USA have including the Saturn V and can do it cheaper then anything they could with OTL rockets.
