Note:I picked up this premise from a book and the president and his cabinet aren't Bill Clinton and his cabinet.
What if a year before the 1996 election, the incumbent president's National security advisor and Chief of Staff have come up with a plot to get him 're elected.
It starts off with the upcoming House of representatives vote on the presidential budget. The opposition has 10 vote lead against the budget. The president and his cabinet know that if his budget fails to pass their chances of being re elected are slim. The president by the way is not that good when he is with the press and can be lacking in some areas like charisma, facts, and presentability.
This is where the plot of the book comes in but I'm not going to detail over that and focus on the executive branch.
Long story short. Four supporters of the presidential budget including the Chairman of the House Appropriations committee and the Speaker of the House are assassinated and the chances of the budget passing get even more slim.
Getting desperate president's Chief of Staff and National Security Advisor decide to use the assassinations as a way to take out opposition members to the budget and making them look like the assassins look like terrorist by having Secret Service men and Marshals protecting remaining senators and Congressmen killed.
(Note the first four assassinations are done without any civilians or guards being killed.)
They have a senator that is a friend of the main character killed by bombing his limo and that senator's friend in the House of representatives killed in a night raid.
One of the assassins involved with them is a former operative of the CIA. He wanted to be the next director of the CIA but the senator that was killed in the limo bombing blocked his nomination (making that assassination personal).
Eventually the president ambiguously finds out about the partnership but not the assassinations in detail.
After that the national security advisor goes after the congressman main character (that knows about the conspiracy and is against the budget) who is rescued and the the advisor is killed.
The former CIA operative is also killed. The Chief of staff is still alive however.
Let's say afterwards the congressman sends these details to the press. What would happen after the details are exposed. Would the president be forced not to run for 're election? Would the White House Chief of Staff go to jail? How would the public respond to this?
