Would the Final Solution have been implemented alongside the Final Solution?

In a world where the British and the Nazis strike a deal to allow Jewish refugees to be resettled in Madagascar, would the Nazis have seen any reason to implement the Final Solution in the event that the transit to Madagascar is too slow or there are simply too many Jews to be resettled elsewhere?

Very possibly Yes; after all, the Nazis literally considered Jews to be no better than rats (I believe that the 1940 Nazi film The Eternal Jew makes this comparison) and thus extremely expendable. :(
