Would Sikhism have developed without the Mughals?

It's possible. Islam was already present, and persecution of divergent opinions seems to come naturally to most religions. Of course it wouldn't be the same kind of Sikhism (what with the huge butterflies this POD sets off all over the subcontinent), but an analogue is certainly possible.
 
Well as far as I know Sikhism was founded in about 1500, while the Mughal Empire was founded in 1526, so I think there'll be Sikhs regardless of the presence of the Mughals. However, the growth and development of Sikhism would be very different without them...
 
In my Chaos TL, which diverges from OTL in 1200, there's still a Sikhism, despite of butterflies. Reason: "Sikh" means "disciple", so it makes sense that such a religion emerges, since the Islamic influence is there and many lower-caste Hindus will be fed up with their situation.
