Unfortunately, this is probably asb. Unless you exile most of the white cofederates (how, and where?), or swamp them eg european immigrants, same problem, or both, problem compounded.

I don't get the question. Former slaves and their descendants did mainly stay in the South in our timeline:

You know, there was a period post civil war when blacks were able to vote, hold office, and go to school in the South. So you just gotta suppress the terrorist campaign which stripped those rights away.
