Would earlier development of cloud seeding have held back the dustbowl

My understanding is cloud seeding don't make rain when there's no rain to be had, it just changes the time and place the rain storm will break. It's more rain management than rain making.
 
Cloud seeding wouldn't really do too much. A few diaries and letters mention occasionally seeing clouds that seemed like they were about to rain. But this was rare enough to warrant special mention. So all that cloud seeding would mean is that rather than having no real rainfall all summer there is a single storm for the season.
So it MAY help a single town or area have a small crop, but thats about it.
