Forget the nukes, only two were available in August 45 and production was very slow for years to come.

If Germany is cut off from strategic resources and with enemy armies crossing her borders, she will surrender for that reason - nukes or not.

If Germany has access to strategic resources and enemy armies still are far from her borders, not 2, not 20 and perhaps not even 200 nukes can have her surrender. Most of her cities already are destroyed and her production too dispersed and/or dug-in to be really vulnerable by bombing - conventional or nukes.

the Germans fought to the end in OTL and didn't give up until they'd been almost totally overrun. No surrender as long as Hitler is alive, and the allies demanded an unconditional surrender anyway. I see no reason why any ATL would be any different.
