Would it be plausible to have Poland start a space program as a way of wooing Ukraine? Say Poland sets up the program in the mid-90s, most of that programs activities to be joint-ventures with the Ukrainian space agency (except for a few all-Polish programs for the look of the thing).
I suspect this would require some sort of security scare that convinced the Polish government that funds needed to be diverted from more basic needs.

Poland would be the junior partner in such an arrangement. Ukraine is the one that actually has a rocket factory by the 1990s. If anything, it would be Poland piggy-backing onto Ukraine's space program (maybe by building a third stage for Zenit--might be spun as a way to invest in Eastern Poland, which suffers from chronic unemployment). IOTL, Russia supplies some third stages for Zenit--so maybe have Russian-Ukrainian relations break down somehow in the 1990s and 2000s, and Ukraine somehow not turn to the ESA for a third stage.
I'm not sure how well this would go over in Ukraine, either--would they view cooperation with Poland as Poland's way of trying to sneak the Commonwealth back into existence? How do Ukrainians feel about Poland in general?
