Would a different US tariff policy have accelerated or postponed the 1890s Cuban revolution?

I vaguely remember reading that the cancellation of tariff reciprocity for Cuban sugar hurt the Cuban economy and sparked the renewal of the Cuban independence fight in the 1890s.

Is this correct?
