Baron Roman Nikolai Maximilian von Ungern-Sternberg (adopted Russian name: Роман Фёдорович фон Унгерн-Штернберг, which transliterates as Roman Fyodorovich von Ungern-Sternberg) (December 29, 1885 NS – September 15, 1921)

was a Baltic German-Russian Yesaul (Cossack Captain), Russian hero of World War I and a Lieutenant-general who commanded troops during civil wars in both Russia and Mongolia between 1918 and 1921. In February - March 1921 his troops wrested control of Mongolia from occupying Chinese forces. His subsequent invasion of Southern Siberia to support anti-Bolshivek rebellions in June 1921 ultimately led to his defeat at the hands of the Red Army in August of that year. Although born with the name von Ungern-Sternberg, it is often incorrectly written as 'Ungern von Sternberg', after the first Soviet publications about him.
Ungern was an independent and brutal warlord in pursuit of pan-monarchist goals in Mongolia and territories east of Lake Baikal during the Russian Civil War. His goals included restoring the Russian monarchy under Michael Alexandrovich Romanov and reviving the Great Mongol Empire under the rule of the Bogd Khan.
Ungern, a mystic who accepted Buddhism without fully renouncing his Christianity, declared himself as subject of Mongolia. His traditionalism and orientalism, quite untypical for Western culture at that time, contributed to his reputation as the "Mad Baron". Historians note that Ungern was viewed as the incarnation of the "God of War", a diety absent in the Buddhist pantheon but existant in the folk traditions of Tibetan Buddhism as Jamsaran, "God of War". Although many Mongols may have believed him to be a diety, or at the very least an incarnation of Genghis Khan, Ungern was never officially proclaimed to be any of these incarnations. The widespread view that Ungern became "khan" or "dictator" of Mongolia is incorrect. the title "khan" granted to Ungern by the Bogd Khan was solely an honorific one, without any political power.

After the Bolshevik-led October Revolution of 1917, Semenov and his right-hand man, Ungern von Sternberg raised their banners against them. Semenov, who was backed by the Japanese, appointed Ungern von Sternberg as governor of the large area to the east southeast beyond Lake Baikal called Dauria. In the following months Ungern von Sternberg distinguished himself by extreme cruelty to the local population and to his own subordinates. He earned the nickname Bloody Baron. Ungern von Sternberg was also known as the "Mad Baron" because of his exceedingly eccentric behaviour.

Unfortunately,in OTL,several crazy men had success (i think that in many alternate universes,in forums like this, Hitler success is defined ASB).
So what if the bloody baron take the control of a large empire in asia?

Seriously though, as far as I understand stories about the "Mad Baron" were greatly embelished. For example that same wiki article points out that he never set himself up as the new Khan.
 
I think that he could make a Japanese puppet state in Mongolia at most, and be quite successful at that. Although it says that he was mentally unstable, according to wiki he was also respectful of the Mongolian culture and people and even took up Buddhism. While it's possible, I just don't see the guy as someone as bad as Hitler or Pol Pot.

Besides, he's the first guy to actually attempt to bring some sort of modernity to Mongolia. If the Bolsheviks weren't so successful I think that von Sternberg could be a hero for the Mongols.
