Without Garibaldi...

how likely is Italy to unify? Cavour showed no significant interest in unifying North and South Italy at all, in fact there was even talk of one of Napoleon III's cousins taking the throne of Naples if I remember correctly.

So without Garibaldi around, how likely is it that we see an Italian Unification before 1900? Or is it possible for the Kingdom of Naples to survive?
 
Well "Italy" was Unified by then, if your considering the Kingdom of Italy in the Holy Roman Empire. Whether or not Naples could last, could depend on how the "Sicilians" are viewed contrasted with Italians.
 
I'm well aware of that, but that pretty much was what Cavor and possibly the rest of the Savoyards where gunning for land wise.

Ah OK. I might be wrong, but I think the plan with Napoleon III had was to give Austrian Italy to Sardinia-Peidmont, with the other Italian States and much of the Papal states forming a Kingdom of Central Italy, with Napoleon III's cousin Prince Napoleon as King. The Two Sicilies and the Latium were to remain under their original rulers.
