Mexico for example was a major center for both, serving as a springboard for European ideas to the rest of Latin America through an extensive translation operation, while Argentina was also a major center for both, with one of the earliest cinematic industries in the world (including one of the earliest animated films in the world) as well as important advances in medicine.So, basically imagine the reputation that Germany has in these fields and try to give a similar one to a Latin American country. Also have this country spread it's cinema worldwide, like the USA did.

I can't really say much about Mexico (although "not having the country descend into a narco-fueled nightmare" would be a good starting point), but in Argentina's case there are a few different ones that come to mind: Yrigoyen isn't renominated in 1928, thus forestalling the 1930 coup. The 1930 coup fails, the 1943 coup fails and Argentina joins the allies (thus getting access to the Marshall Plan). The 1962 coup fails, and Frondizi continues his industrialization policies (similar to Japan's in the era). The 1966 coup fails and Illia's government continues its policies (his 3 year presidency remains the highwater mark for growth and prosperity post-WW2; bonus point, the only major computer in the country isn't destroyed by jackbooted idiots). Perón chooses a different VP instead of his frighteningly incompetent wife, the 1976 coup fails and said wife is voted out the next year...Like what events need to change.

The Ashkenazi Jews has been overrepresented in arts and sciences, so this could have been an interesting scenario.

I think a Sephardim state would be better, as they too have a great and underestimated tradition of art and philosophy.
