A less drastic one would be severe restrictions on high speed wireless data networks due to government regulation to ensure law enforcement, national security and etc... have the majority of the bandwidth.

You’d also need restrictions on WiFi to avoid citywide APs, but I could see cellular data capped at 128 kbps today and at dial up or slower speeds (say 28.8) 10-15 years ago.

What you might see is stuff in the higher frequency range like the 60 ghz+ directional stuff that’s kind of sight or very near field. That could conceivably be far more advanced if a world without wires was being created.

That would make things like iPhones fancy palm pilots but nothing more.

PRC and/or Russia backed (covertly of course, if one needs reasons it's simply: it's the only way they (the unpopular/loser's club) could hurt the hyperpower without causing WWIII) hacking groups fostering an atmosphere of pervasive fear and paranoia as far as having life becoming more connected (they don't even need to succeed in anything major, just give the impression that they caused various close calls is enough).

"Proven" by whom? This is still an on-going subject of research, and not one that's favouring a causation— while some studies have shown a link, there are more that haven't. Expert associations, meanwhile, run from "there's no evidence" to "it's possible, but more research is needed".

It has not been proven. Most studies have shown otherwise.

I honestly don't understand the idea that a weak form of EM radiation like radiowaves can cause cancer. What's next, does the infrared sensor on a remote cause cancer? Does visible light cause cancer?

Seriously though, just impede the development of lightweight touchscreen technology with a naff up. Smartphones aren't better because they have the technical capacity to perform a lot of tasks, it's that they are easily used for those tasks. My laptop can do video calls, but firing it up and opening Skype is hard, pushing three buttons is easy, especially if they move around depending on if my phone is the right way up. With the right delay, you could have a decade without them.

And before someone says that touchscreen technology has been around for years, I will say 'yes, but it was a steaming pile of equine refuse' I still remember signing for Amazon deliveries and swearing blind that I wasn't El Zorro.
