With a 1900s PoD, could some form of "german commonwealth" be formed on africa?

This is the german colonial empire that we all know. Most people here agree that it is impossible to prevent the decolonization of africa based on three principles:

1- If you develop your colony, they are going to ask for autonomy since they can sustain themselves and does not want to be extorted by the metropolis;
2- If you do not develop them, they become a economic drain unable to be kept;
3- Depending of how the 20th century progresses, the hold in africa will become harder as some form of cold war will make your enemies support the independence moviments, that might force a colonial war that ends being a economic drain and make you leave the colony. Even if all europeans agree to keep their colonies and there is no foreign support for rebels, the point 1 and 2 still remains.

based on that I came with a idea: Could the german empire create in africa something close to what the Uk did with the dominion system? On this scenario they do not lose their colonies for some unspecified PoD, and as time progresses the main german companies like Krupp, Daimler, Siemens, etc, creates their own colonial branches, and by the 60s or 70s the colonies are granted "independence" with the Kaiser remaneing their head of state and with some form of governor general appointed by Berlin. What do you think?
 
Germany doesn't lose Namibia in WW1. During the tough times of the 1920s, Germans flock to Namibia due to the mineral wealth. As Namibia had a very small population in the 1920s, Namibia becomes majority white. Namibia also becomes a Nazi base in Africa during WW2, but is quickly invaded and conquered by the British, and integrated into South Africa. By the 1990s, Apartheid South Africa falls, and Namibia becomes independent, with a large German population (1/3 to 1/2). I don't know if this exactly counts, but this is the best that I could come up with.

Nah because first a white majority namibia is near ASB, and on a scenario with germany losing WWI it becomes ASB. Second because this is a independent european state in africa and not part of a german commonwealth.
 
Sure if Germany keeps its colonies in Africa they could copy the British Commonwealth model but to keep them at all there can be no General European War. If there's a war the German Navy has to destroy the Royal Navy to be able to supply the colonies and prevent Britain supply its colonies. It can't.

Germany would have to have a true constitutional and a political monarchy so their commonwealth has a respected figurehead.
There would have to have been a period of free movement between the colonies and the Fatherland to forge a feeling of shared history and at least theoretical values, however slight.

What if they remain with the authoritarian system with the Kaiser and the Reichstag competing for power?
 
Then they probably won't be willing to loosen their control of their colonies and end up fighting constant insurrections before giving up and going home, like Portugal did. In this case the only Commonwealth the ex Germany colonies would join is the British Commonwealth once the rules are changed to allow it.
