William Marshall not Regent

When Henry III became King of England in 1216, he was nine years old.
William Marshall, Earl of Pembroke, was the Regent until he died in 1219.
Suppose William Marshall is not the Regent. Who shall be the Regent?
 
I'm not sure, but someone other than the Marshal may be less likely to restore Magna Carta, which would probably result in King Lewis I of England.
EDIT: According to my book about him, The Knight Who Saved England (which I'd recommend if you want to do a TL on this) his strongest rival was the Earl of Chester, who was apparently in favour of Magna Carta anyway. So disregard the above.
