We might not have Seward's Folly. Then again...
Secretary of War Edwin Stanton becomes even more powerful. Maybe President Andrew Johnson is removed? He survived by only one vote.

Anyway, if the US doesn't get Alaska, it may be turned over to Great Britain through purchase or coercion (the Brits can invade it, the Russians don't really want it). Or, the Russians may hold onto it. If they find resources there later, it may help to alleviate some of the economic problems it was facing as it attempted to modernize, which would have a range of butterflies. The US could also get it at a later date.

The Russians were determined to prevent the British from getting it, but recognized the Brits were going to take it eventually. Selling it to the US for $67,000,000 was seen as a good deal for Russia at the time. Which is why mentioning the "Folly" was ambiguous.
