Wilhelm II: The Haemophiliac Kaiser

In 1840, a slightly different egg enters Queen Victoria's womb and is fertilised. The result: Princess Victoria is born a carrier of the haemophilia gene.

History is identical to OTL right up to 1859 when the first child of the princess is born. At first the baby boy appears perfectly healthy, with no obvious defects (no crippled arm ITTL) but not long after Prince Friedrich Wilhelm of Prussia is diagnosed as a haemophiliac.

How will Wilhelm develop? Will he survive to become Kaiser? If so, what kind of ruler will he be?
 
Knowing the way that things work in OTL he probably dies in 1916 or something. Although he might be more defensive because of his disease so... Maybe he wouldn't fire Bismarck because he was to ill to run it alone. And because of that maybe the alliance between Russia England and Germany stands until the war.
 
I wonder how his personality will change. He seemed to believe that people thought less of him due to his arm, among other things. Now he has no external indications of weakness. Maybe this leads to his being less self-conscious, which in turn makes him less stubborn and aggressive. If a World War does break out, he may just act in moderation rather than the impulsive and unbending anger of our TL. Just a thought.
 
Even if he lives between cottons, I think it's likely he would die in his 30s as most royal haemophiliacs of his time did. Bismarck might try to abduct one of his brothers instead if it was clear that the eldest one wasn't going to have a long life.
