Serbia is much larger than them and has the added benefit of being able to paint itself as the first victim of the war and Austria-Hungary, if they want it I can't see Montenegro being able to stop them. Ragusa seems like a rather large stretch, and Albania whilst a mess was a recognised state supported by the US which stopped them from getting chopped up too heavily. The Bay of Kotor seems very logical, although it might require some concessions elsewhere. I could actually see them ending up with borders roughly the same as nowadays - they gain the Bay of Kotor but have to cede some territory in the south-east to Serbia in compensation, the main change being that instead of the border turning south-east just east of Plocice it continues south-west to the coast so that Montenegro also gains Molunat and the Prevlaka peninsula.Montenegro grabs Herzegovina, the Bay of Kotor, and maybe Ragusa or northern Albania.

Do you mean a country called Yugoslavia since it wouldn't contain all the southern Slavs, in effect remaining a kind of super State of Slovenes, Croats and Serbs, or that the state itself wouldn't form?This also averts the creation of Yugoslavia. Although Montenegro itself might still enter a federation or some kind of supra-national body with the Kingdom of Serbia.
