I'm doing a geopolitical simulation set in those years and the players for Yugoslavia and Serbia both agreed to transform Yugoslavia from its current federal structure into a confederation.
The game started in January 1990 and it's currently March 1991. Events in Yugoslavia have gone basically the same as IRL except the Yugoslav army intervened to put down the SAO Krajina with Milošević's consent, a move that would presumably have made Croatians a bit more trusting of the armed forces, although a few months later that same army began confiscating weapons from the Slovenian and Croatian Territorial Forces alleging they were being used to prepare for the establishment of secessionist armies, so... probably not.
My questions are:
* Would Croatia as well as Bosnia and Hercegovina agree to form a confederation at this date? (Slovenia is already preparing for independence and Macedonia and Montenegro would presumably support it if Milošević and the rest do.)
* What would be the effects of such a confederation?
