WI:Yamamoto listed to Miyo Taksukichi?

IOTL, Yamamato proposed his Midway plan to Watanabe Yasuji, who in turn presented it to the Naval General Staff. This plan was critized by Commander Miyo Taksukchi, who realized that Midway would be impossible to defend and that it would be better to seek the decisive battle near Samoa. After studing the plan in more detail, the Naval General Staff came to the same conclusion, and suggested to Yamamoto that the plan should be scrapped. IOTL, Yamamato was set on the Midway plan. What if Yamato had realized the deficiencies and brought the decisive battle to Fiji? And before anyone asks, I'm aware that the war will still be over before 1946.

Was it a general idea to attack Fiji? Or was there a detailed war plan?


I don't see any reason the battle should turn out better than OTL for Japan. There is a lot of luck and randomness in carrier battles of this time period, so I can't say anything definite.
 
It was just an idea at the time, but a plan would not have involved an occupation force, rather just attempting to achieve the decisive battle.
