WI: WW2 Never Happens, Does Israel Still Exist?

With a POD of no earlier than 1917 (right after Britain signs the Balfour Declaration, signifying a desire to create a Jewish state in Palestine) how plausible would it be for a TL to take place where WW2 never happens and Israel also exists?

Obviously in this No WW2 timeline there is no holocaust, which means there is less European guilt driven incentive to proceed with the Jewish state in Palestine, however, without a holocaust, antisemitism in Europe would still be extremely prevalent all across Europe.

Also no holocaust = 6-7 million more Ashkenazi jews, which means a larger pool of Immigrants to potentially move to Israel, making for a potentially larger Jewish populated Israel than in OTL Israel.
 
First, you need to establish why there is no World War II< and 1917 seems like a tough point in which to prevent it given the leaders then in power and the peace implemented historically. Maybe if the Communists don't balk at the Germans' first peace offer, and end up accepting it?

It could be for any list of reasons ASB or not. But let’s assume no Great Depression = better economic situation in Germany and such an extreme party like the Nazis never take over. Whatever it takes WW2 is butterflied away, but most importantly no holocaust.

Does the lack of a Third Reich in and of itself lead Britain to clamp down on illegal immigration to Palestine?

Have the Entente pound the Germans some more and wait for the army to surrender. The war ending with the army surrendering will basically remove the excuses the nationalists could use to rise up in power.

If it’s 1917, but before the Balfour Declaration, have the Duma surrender after the February Revolution and that will help end the war sooner. Would remove the USSR and we could still have US involvement to bring in German surrender

You have now very likely averted WW2

The issue in the 1930s was legal, not illegal immigration. Britain severely restricted Jewish immigration in 1939, in part I think because of the Nazi threat. That is, they did not want to risk provoking a general Arab uprising while facing war with Germany. And Germany would certainly have used British authorization of Jewish immigration in anti-British propaganda.

No Third Reich, the British aren't as worried, and there aren't as many Jews coming. So there is a compromise, with moderate immigration continuing. By the time the Arabs are goaded to act, there will be enough Jews in Palestine to hold it.
